Raquelle Ministre, MD
Dr. Ministre earned bachelor’s degrees in biology and music from Washington and Lee University. She obtained her MD from Columbia University College of Physicians & Surgeons and later completed her family medicine residency at the University of Florida, Shands Hospital. Dr. Ministre has been serving the employees of Indian River Schools since the Health Center opened in September 2014.
Stacy Toye, PA-C
Stacy graduated from Missouri State University in 1991 with a degree in nursing and became a registered nurse the same year. He attended the University of North Dakota School of Rural Health and Community Medicine, where he completed the physician assistant program to become a nationally certified physician assistant. Stacy has worked for over 20 years as a certified physician assistant (PA-C) in various specialties such as emergency medicine, occupational health, pain and palliative care, family and internal medicine, and urgent care.
